Block Captain Guidelines


PURPOSE OF NFHA CRIME WATCH

The purpose of Crime Watch is to alert neighbors when there has been criminal activity in their area so they can avoid or eliminate circumstances that create opportunities for further crime. Back to top

HOW CRIME WATCH WORKS

The program works by establishing an information network. Neighbors who have experienced crimes report them to IMPD. They then inform their Block Captain. The Block Captain reports the general nature and location of the crime to the Crime Watch Coordinator, who in turn informs the other Block Captains so they can let their neighbors know. Back to top

INITIAL STEPS FOR BLOCK CAPTAINS

1. Visit each of your assigned "block" of residents to introduce yourself and briefly explain the purpose of Crime Watch.

2. Obtain contact information from residents willing to participate in the program:

This information is for your use only as a Block Captain, so that you can let them know of criminal activity happening in the neighborhood. NFHA has agreed that contact information will not be shared with the Crime Watch Coordinator or with NFHA officers.

3. Distribute any IMPD Crime Watch materials provided by your Crime Watch Coordinator. Also provide your constituents your name, phone number, and the hours you are available for phone calls.

4. Explain that residents should report criminal activity to IMPD first, then call you within 24 to 48 hours.

5. Encourage residents to join Normandy Farms Homeowners Association to support beneficial programs like Crime Watch and snow removal.

6. As soon as possible, recruit a Deputy Block Captain to cover for you when you go on vacation. Share this person's name and phone number with your "block" residents and with the Crime Watch Coordinator. Back to top

KEEPING YOUR CONTACT LIST UP-TO-DATE

1. Maintain your list of residents by keeping contact information up-to-date.

2. Be alert for houses selling and new neighbors moving in.

3. Contact new neighbors as soon as possible with information about Crime Watch. Back to top

WHAT TO DO WHEN A RESIDENT REPORTS CRIMINAL ACTIVITY IN YOUR "BLOCK"

1. When you receive a phone call from a resident who has experienced criminal activity, note the nature of the crime and where it occurred. Reassure the victim that no personal details will be shared unless they give permission.

2. Ask about the law enforcement response when the resident reported the crime to the Sheriff (e.g., how long it took for the Sheriff's number to answer, whether a report was taken, etc.).

3. Call the Crime Watch Coordinator as soon as possible with general information about the crime (e.g., "window smashed and cell phone stolen over night from car parked in a driveway on Cabernet Way") and with information about the IMPD response. The crime information will be forwarded to the other Block Captains in Normandy Farms.

4. Provide name and phone number of the victim for Coordinator to follow up with. The Coordinator keeps track of neighbors' satisfaction with how their crime report was handled. Back to top

WHAT TO DO WHEN THE COORDINATOR INFORMS YOU OF CRIMINAL ACTIVITY

When informed of criminal activity elsewhere in Normandy Farms, alert the residents on your "block" by phone, flyer, or email. Back to top
